The Police sometimes carry out indiscriminate arrest and detention of suspects. Long investigations and delay in the charging of suspects to courts contribute to overcrowding in police cells and in correctional facilities. The conditions in Nigerian Custodial Centers are in gross violation of the SDGs No. 6: (clean water and sanitation for all) and No.16: (access to justice for all, and effective, accountable, and inclusive institutions at all levels). The Bangkok Rule –prescribes a minimum standard for the treatment of women inmates, but this is not strictly adhered to in Nigeria. Pregnant female inmates who have special needs like ante-natal and post-natal care services and other general medical necessities are often overlooked, and not attended to. The present Standing Order of the Nigerian Correctional Service does not allow awaiting trial inmates to participate in rehabilitative engagements. Programming for social development – by state and non-state actors often exclude inmates. Vocational and recreational facilities are either absent or poorly maintained. Civil Society Organisations (FBOs, CBOs, and NGOs) like Uromi JDPCI provide relief materials and medical service outreaches to ameliorate the deplorable conditions in Custodial Centers. Many inmates require medical including psychiatric and psychological support. Many also require legal aid. Provisions in the ACJL have alternatives to imprisonment, but these are yet to be activated as the mechanisms are not clearly defined. Borstal homes are not adequate; only two are functional in the whole country. And the modalities to operationalize community service are not clear yet. Uromi JDPCI has assisted inmates who do not have legal representation to get legal aid with minor offences. Uromi JDPCI has provided legal aid that has helped to reduce overcrowding and indiscriminate detention that usually leads to poor welfare and inadequate medical attention of inmates with minor offences. The welfare package provided a skill acquisition centre for the inmates and 144 mattresses gifted to the correctional centre. The need to improve spiritual counselling led to the construction of Chapel in the correctional centre at Ubiaja.
